Private Development Finance Australia

Property development funding from a private lender with access to its own funding and additional specialist finance pathways.

Brampton Finance is a private lender providing property-backed finance for eligible development transactions across Australia. With access to our own funding, we assess suitable projects for direct private lending.

We also operate as a finance broker. Where a project requires another funding source or structure, we can arrange facilities through specialist lending partners.

Development finance enquiries may involve site acquisition, land holding, construction, completion funding, development loan refinancing or completed property awaiting sale. The available structure depends on the project stage, property, borrower contribution and repayment strategy.

Tell us what the project needs now, what remains to be funded and how the facility will be repaid.

A Private Development Lender With Access to Our Own Funding

Brampton Finance provides a direct lending pathway for eligible property development transactions.

Your enquiry can be assessed against our own funding access. Our broking capability provides additional options where a specialist partner facility is appropriate.

The funding pathway depends on the project. An acquisition loan, staged construction facility and completed-stock refinance involve different requirements.

Before proceeding, the proposal and documentation identify:

  • The legal entity providing the credit.

  • Brampton’s role as lender or broker.

  • The approved purpose and scope of funding.

  • The facility limit and initial advance.

  • Developer equity and contribution timing.

  • Drawdown conditions.

  • Interest, fees and applicable brokerage.

  • Security and guarantees.

  • Maturity, repayment and default provisions.

Access to funding does not establish approval. Each transaction remains subject to assessment, acceptable security, documentation and applicable lending criteria.

What Is Private Development Finance?

Private development finance is property-backed funding provided through private capital sources for an eligible development project.

Depending on the approved facility, it may support acquiring a site, holding land, undertaking construction, completing an existing project or refinancing development debt.

Construction facilities commonly release funds through progress drawdowns rather than advancing the entire limit at settlement.

The assessment considers the development as a complete transaction: property, approvals, budget, developer contribution, builder, programme and repayment strategy.

The approved funding scope matters. Approval to acquire a site does not automatically include approval to fund construction.

Property Development Funding Across the Project Lifecycle

'

Development Site Acquisition Finance

Site acquisition finance may support purchasing an eligible development site or refinancing existing acquisition debt.

Assessment includes the current property value, purchase terms, planning position, existing obligations and intended next stage.

Clarify what must happen before the project can move into construction. A future construction facility needs its own assessment and approval.

For a temporary acquisition or holding requirement, explore our bridging finance services.

Land Holding and Pre-Construction Funding

A project may need funding while planning, design, documentation or other pre-construction work progresses.

Provide the current approvals, remaining steps, expected expenditure and realistic timeframe.

Anticipated approvals should be distinguished from approvals already obtained. If repayment relies on moving into construction finance, explain what must be achieved before that facility can settle.

Private Construction Finance

Construction finance may support eligible building expenditure through staged advances.

Assessment can include:

  • The building contract and scope.

  • Detailed construction and development budgets.

  • Required approvals and outstanding conditions.

  • Builder capability and contractual arrangements.

  • Insurance information.

  • Construction programme.

  • Cost reporting and drawdown procedures.

  • Developer equity and contingency.

Confirm when your contribution must be introduced, what evidence each drawdown requires and how claims are assessed.

An approved limit is different from cash immediately available to pay every project invoice.

Construction Completion Finance

Completion funding concerns a project already underway that requires finance to reach an agreed completion point.

The assessment must establish:

  • Work completed and work outstanding.

  • The current cost to complete.

  • Existing debt and unpaid obligations.

  • Builder continuity or replacement arrangements.

  • Variations, defects and unresolved issues.

  • Remaining contingency.

  • Completion documentation and title requirements.

  • Expected sale or refinance proceeds.

Original budgets may no longer reflect the cost or timing of completion. Provide updated information that reconciles the remaining expenditure with available funding.

Development Loan Refinancing

A development refinance may replace an existing facility approaching maturity or support a revised funding structure.

Assessment considers the outgoing payout, current project stage, updated value, remaining costs and proposed exit.

Refinancing the existing lender alone may leave the project underfunded if additional expenditure is still required to finish.

A new application does not extend the current loan or suspend existing obligations.

Explore private loan refinancing.

Completed Development and Residual Stock Finance

A completed project may require time to settle contracted sales, sell remaining properties or arrange longer-term finance.

A residual stock enquiry may involve the completed properties, titles, completion documents, sales progress, existing debt and expected net proceeds.

Where individual properties will be sold, establish how security releases and debt reductions will operate.

Completed-stock finance remains subject to separate assessment. It should not be assumed to be available as the automatic exit from construction funding.

How We Assess a Development Finance Enquiry

Property, Title and Approvals

Provide the site address, ownership, title details, existing improvements and proposed development.

Identify the relevant planning, building and other required approvals accurately, including outstanding conditions.

Conditions can affect cost, timing and the ability to commence or complete works.

Development Feasibility

A feasibility should explain expected revenue, expenditure, timing and financial outcome.

Relevant costs may include:

  • Land acquisition and associated expenses.

  • Demolition, site preparation and construction.

  • Consultants and project management.

  • Statutory charges and infrastructure.

  • Marketing and selling expenses.

  • Finance costs.

  • Relevant tax allowances.

  • Contingency.

Identify costs already paid, costs still outstanding and the assumptions behind projected sales.

A project can show an expected profit while experiencing a cash shortfall during delivery.

Developer Experience and Equity

Assessment may include the developer’s track record, financial position and ability to contribute the required equity.

Ownership of the site does not automatically establish the equity recognised for lending.

Recognised land equity also differs from cash available to pay upcoming expenditure.

Builder and Contract

Relevant information may include the builder’s experience, contract terms, licences, insurance, programme and delivery capacity.

Review exclusions, provisional sums, variations and costs outside the building contract.

A fixed-price contract does not remove every source of cost overrun.

Cost to Complete

Cost to complete is the expenditure still required to finish the agreed project scope.

The assessment needs to establish whether available facility funds and required contributions cover the outstanding works and other relevant costs.

Where required, quantity surveyor reporting can support review of the budget, progress and remaining expenditure. It does not eliminate delivery risk.

Repayment Strategy

The exit may involve completed property sales, an achievable refinance or another supported source.

Expected proceeds must be considered after relevant deductions and other obligations.

Allow for the period between physical completion, required documentation, title registration where relevant and actual receipt of settlement funds.

Understanding LVR, GRV and Loan-to-Cost

Development finance proposals can use different valuation and cost measures. Confirm the calculation basis before comparing percentages.

Loan-to-Value Ratio: LVR

LVR compares the relevant debt or facility amount with the accepted property value.

A current “as is” value and an “as if complete” value are different measures. Confirm which applies and whether the numerator is drawn debt, the total facility or combined secured obligations.

Gross Realisation Value: GRV

GRV generally describes the projected total sale value of the completed development.

Confirm whether the stated figures include or exclude GST and what selling costs or other adjustments are applied in the lending assessment.

Projected gross sales are different from net funds available to repay debt.

Loan-to-Cost: LTC

LTC compares the relevant facility amount with the development costs accepted for that calculation.

Definitions can differ. Establish how land, finance costs, contingency, tax and previously incurred expenditure are treated.

Illustrative Development Funding Calculation

Assume:

  • Accepted total development cost: $5,000,000.

  • Accepted completed value: $7,000,000.

  • Proposed total facility: $3,500,000.

On those assumptions:

LTC = $3,500,000 ÷ $5,000,000 = 70%.

LVR against completed value = $3,500,000 ÷ $7,000,000 = 50%.

The difference between accepted project cost and the proposed facility is $1,500,000.

This simplified illustration assumes consistent definitions and no additional funding sources. Actual contribution requirements, timing and recognition of existing land equity require separate assessment.

These are hypothetical figures, not Brampton Finance lending limits, approval criteria or a project quote.

Meeting a percentage limit does not establish that the project is fully funded. The budget, drawdowns, remaining costs and developer contribution must also reconcile.

How Construction Drawdowns Work

A construction facility may have a total approved limit, with advances released as agreed conditions are satisfied.

The process can involve:

  1. Introducing the required developer equity.

  2. Completing conditions for the initial advance.

  3. Submitting progress claims and supporting documents.

  4. Inspection or cost reporting where required.

  5. Assessing the claim and remaining cost to complete.

  6. Releasing the approved drawdown.

For example, a $3,500,000 facility with $1,000,000 drawn has $2,500,000 undrawn before other allocations or adjustments.

That undrawn amount forms part of the original facility limit. It is not an additional loan, and access depends on the agreement and drawdown conditions.

Confirm how interest, fees and contingency allocations affect funds remaining for works.

Are Presales Required for Private Development Finance?

Presale requirements depend on the project and proposed facility.

Some structures may be assessed without the presale coverage another lender requires. This does not mean demand, saleability or settlement risk are ignored.

Where presales are relevant, assessment may consider contracts, deposits, purchaser circumstances, settlement conditions and expected net proceeds.

Provide an accurate sales schedule showing contracted, reserved and unsold stock separately.

Private lending does not guarantee a no-presales facility.

Private Development Finance Rates and Fees

There is no single rate for every development loan.

Pricing depends on the project, security, leverage, stage, term, drawdown profile, delivery risk and repayment strategy.

Whether the proposal uses our funding access or a specialist partner facility, request a written explanation of:

  • Interest and the balance on which it is calculated.

  • Establishment or arrangement fees.

  • Any line or commitment fees.

  • Valuation and quantity surveyor expenses.

  • Legal and security documentation costs.

  • Applicable brokerage.

  • Exit and discharge costs.

  • Extension and default provisions.

Drawn Funds Versus the Facility Limit

Some charges may apply to drawn funds, while others may use the total facility limit or another contractual amount.

A headline rate does not show the total cost without the calculation basis, fees and expected drawdown pattern.

Capitalised Interest

Where interest is added to the loan, it increases debt and can reduce remaining facility headroom.

Allow for the construction period and the time needed to complete the intended sales or refinance.

A delayed exit can increase financing costs after building work has finished.

What Happens if the Project Changes?

A cost overrun, builder change, programme delay or reduction in expected proceeds can affect further funding and repayment.

Before proceeding, establish:

  • Who must fund cost overruns.

  • How contingency is controlled.

  • Which variations require approval.

  • What happens when a claim exceeds the budget.

  • Whether a builder change requires reassessment.

  • How delays affect interest and maturity.

  • What happens if sales proceeds fall below forecast.

Notify the credit provider of material changes in accordance with the facility conditions.

Additional funding, further drawdowns and extensions should not be assumed to be available.

Documents to Prepare for Development Finance

Provide information relevant to the project’s stage:

  1. Site address, title and ownership details.

  2. Purchase contract or existing loan information.

  3. Project summary and developer experience.

  4. Plans, approvals and outstanding conditions.

  5. Development feasibility and detailed budget.

  6. Construction contract and builder information.

  7. Programme and proposed completion date.

  8. Quantity surveyor reports, where available.

  9. Developer equity and other funding sources.

  10. Presale, sales or leasing information where relevant.

  11. Proposed repayment strategy.

For a project already underway, include current progress, remaining costs, variations and unpaid obligations.

For a refinance, provide the payout, maturity date and any material notices.

Submit your development finance enquiry.

How Quickly Can Development Finance Settle?

Timing depends on the project’s complexity and outstanding requirements.

Valuation, feasibility review, cost assessment, legal documentation, existing lender requirements and other conditions can affect settlement.

Access to our own funding does not remove these requirements.

Provide your actual deadline at the beginning, distinguishing acquisition settlement from the date construction funds are needed.

An indicative proposal is different from unconditional approval or confirmation that a drawdown is available.

Private Development Finance FAQs

Is Brampton Finance a development lender or broker?

Brampton Finance is a private lender with access to its own funding. We also operate as a finance broker, arranging specialist partner facilities where appropriate. The documents identify the legal credit provider and our role.

Will my project use Brampton’s own funding?

That depends on the project and proposed structure. Eligible enquiries can be assessed against our funding access. A specialist partner facility may be considered where appropriate.

Is development finance the same as a construction loan?

Construction finance generally focuses on building expenditure. Development finance can cover a wider requirement, including acquisition, holding, construction, completion or refinancing. The approved scope determines what the facility funds.

Can I apply before planning approval?

An enquiry can be reviewed, but the available structure depends on the planning position and applicable criteria. A site-holding facility is different from approval to fund construction.

Can you consider development finance without presales?

An enquiry can be assessed, but presale requirements depend on the project and facility. Private finance does not guarantee that a no-presales structure will be available.

Can finance cover the entire development cost?

Do not assume every cost will be funded. Developer equity, accepted leverage, cost definitions, exclusions and drawdown conditions determine the required contribution.

Can land equity count towards my contribution?

Potentially, subject to the accepted valuation, existing debt and facility criteria. Recognised land equity does not necessarily provide cash for immediate expenditure.

Can a first-time developer apply?

An enquiry may be considered. Experience, professional support, builder capability, project complexity, equity and repayment evidence affect the assessment.

Can you consider a project already under construction?

An enquiry may be assessed. Provide the current stage, existing payout, builder arrangements, updated cost to complete and repayment evidence.

Can a second mortgage help fund a development?

Potentially, where the overall structure is acceptable. Existing lender conditions, combined debt and required security arrangements must be addressed.

Learn about private second mortgage loans.

What happens if the builder changes?

A builder change can affect the contract, budget, insurance, programme and completion risk. Reassessment may be required before further advances.

Can I refinance a maturing development loan?

An enquiry may be considered. Provide the payout, maturity date, current project position, remaining expenditure and proposed exit.

What if sales take longer than expected?

Additional interest and holding costs can increase the amount required for repayment. An extension, residual stock facility or further refinance is subject to assessment and may be unavailable.

Do you consider regional developments?

Brampton accepts enquiries across Australia, including regional locations. Provide the exact site address and project details so location and marketability can be assessed.
